Fleet management

Managing a company's vehicle fleet: acquisition, car policy, energy, maintenance, claims and resale, with TCO as the central indicator.

Updated on 8 July 2026

Definition

Fleet management covers all the activities involved in steering a company’s vehicle fleet: defining the car policy, purchasing or leasing, energy management, maintenance, claims, regulatory compliance and resale. Its objective: guarantee team mobility at the best full cost, while controlling the fleet’s risks and environmental footprint.

In detail

The fleet manager’s scope has broadened considerably. At the heart of the job remains the vehicle life cycle (ordering, roll-out, maintenance, return or resale), most often backed by long-term leasing contracts. To that are added energy management (fuel card and EV charging), tolls via the electronic toll badge, fines, claims and on-board telematics, whose contribution to consumption control is detailed in our article on fleet telematics management.

Steering rests on a few structuring indicators: TCO per vehicle, cost per kilometre, energy consumption per driver, claims rate and fleet utilisation rate. These indicators feed the car policy and make renewal decisions objective.

The regulatory dimension has taken a growing place: fleet-greening obligations require large fleets to include a minimum share of low-emission vehicles at renewal (ecologie.gouv.fr), while low-emission zones restrict the circulation of the oldest vehicles. ADEME (France’s ecological transition agency) publishes recommendations for managing fleets more sustainably; our eco-friendly fleet management best practices offer an operational version of them.

Finally, tooling makes the difference: fleet management software, telematics and dedicated payment methods that trace every expense per vehicle. Our overview of the best fleet management solutions compares the market’s players.

Frequently asked questions

Which indicators should be tracked in fleet management?

TCO per vehicle and cost per kilometre first, complemented by energy consumption per vehicle or driver, the claims rate, the fleet utilisation rate and the share of low-emission vehicles, the latter becoming a compliance indicator under the greening obligations.

From how many vehicles is a fleet manager needed?

There is no regulatory threshold: it is a matter of workload and financial stakes. As long as the fleet stays small, management is often absorbed by general services or accounting, equipped with software and dedicated payment cards. When the fleet becomes a major cost item, a dedicated function, in-house or outsourced to a fleeter, is justified.
