Definition

The LOM law (loi d’orientation des mobilités, France’s mobility orientation law), adopted on 24 December 2019 (law no. 2019-1422), is the framework text that structures French mobility policy. It lays down the principles of transport financing and modal shift towards more sustainable solutions, and introduces several obligations that directly affect companies and their fleets. It was strengthened by the Climate and Resilience law of July 2021.

In detail

For a fleet manager or an HR department, the LOM translates into four concrete mechanisms:

• Fleet greening: an obligation on companies with more than 50 employees operating more than 100 light vehicles to include a minimum share of clean vehicles at each renewal (see fleet greening).
• Low-emission mobility zones (ZFE-m): created to restrict the most polluting vehicles in large agglomerations, mandatory since 1 January 2025.
• The sustainable mobility allowance (FMD): created by the LOM, this exempt allowance lets employers cover home-to-work travel costs by soft modes (cycling, carpooling).
• The employer mobility plan: companies with more than 50 employees on a single site must launch a mobility initiative aimed at reducing individual car use.

The law is part of a transport-decarbonisation trajectory that shapes vehicle purchase, assignment and renewal decisions, independently of short-term developments around ZFEs.
